STATUTE OF THE ORDER OF THE RED BANNER OF LABOUR

The order and the statute of the order were approved by the ordinance of the Central Executive Committee of the USSR and the Council of the People's Commissars on September 7, 1928.

The Central Executive Committee and the Council of the People's Commissars of the Union of the SSR decrees:

To approve the statute of the order "The Red Banner of Labour".

The statute of the order "The Red Banner of Labour".

 

I. Conditions and the procedure of conferring the
order "The Red Banner of Labour of the Union of the SSR

1. The order "The Red Banner of Labour of the Union of the SSR" is instituted for commemoration of services of special importance to the Union of the Soviet Socialist Republics in the sphere of industry, scientific activity, public service or social work. The representation and the description of the order are approved by the Presidium of the Central Executive Committee of the Union of the SSR.

2. The order "The Red Banner of Labour of the Union of the SSR" can be awarded to individual persons, to enterprises, institutions and collectives of the working people.

3. The order "The Red Banner of Labour of the Union of the SSR" is conferred by an ordinance of the Central Executive Committee of the Union of the SSR and it's Presidium after recommendations for award made by central institutions and departments of the Union of the SSR and also by national agencies of voluntary organisations.

4. Persons, enterprises, institutions and collectives of the working people awarded with the order "The Red Banner of Labour of the Union of the SSR" can be deprived of it only by the ordinance of the Presidium of the Central Executive Committee of the Union of the SSR.

5. The badge of the order "The Red Banner of Labour of the Union of the SSR" is worn on the left side of the shirt-front. Collectives of the working people have the right to attach it to or to put the image of it on their banner.

6. The investiture of the recipient with an order "The Red Banner of Labour of the Union of the SSR" is accompanied by delivering him the decoration certificate approved by the Central Executive Committee of the Union of the SSR and it's Presidium.

 

II. Privileges and advantages for bearers of the order
"The Red Banner of Labour of the Union of the SSR

7. Bearers of the order "The Red Banner of Labour of the Union of the SSR" and members of their families are subject to pension security by the reasons established by legislative documents of the Union of the SSR and republics of the Union regarding special pensions.

8. Bearers of the order "The Red Banner of Labour of the Union of the SSR" enjoy privileges concerning state income tax and the unified farming tax as well as other privileges equally with persons recognised as heroes of labour in accordance with the ordinance of the Central Executive Committee of the USSR and the Council of the People's Commissars of July 27, 1927 regarding heroes of labour. (Code of Laws of the USSR 1927 y. #45, art. 456).
